Plenty of decent hardware options under $200... http://www.sweetwater.com/c468--Graphic_EQ

There are ways to wrangle software dsp into general windows sound output, but directions for those are highly dependent on each program.

JRiver has a parametric EQ function, and an ASIO driver that you can pipe sound to from desktop applications in order to apply the EQ and output it to a sound card / DAC / whatever. In my experience it isn't 100% reliable, but YMMV.

Try Equalizer APO with PEACE for the UI.
It's all free and the cool thing about Windows "APO" is that the processing can be applied to any audio device and works with any app. You can even have different EQ settings for each audio device separately.

I need to do our Out Of Your Head software that way some day...

A really flexible if finicky option is using Virtual Audio Cable ($25 without tech support) or VB-Audio's VB-Cable ($20 donationware) to capture system sounds, then direct those through a basic VST host or a full-fledged digital audio workstation (DAW) like Reaper ($60 for hobbyists).

Windows sees VB-Cable or VAC like it's a DAC, speaker, headphone jack, etc so it can capture any and every sound made on your computer. A VST host or DAW sees VB-Cable/VAC like it's a (digital) sound source, like a USB microphone or audio interface, and can apply whatever plugin you want, EQ, reverb, Sonarworks, crossfeed, and so on.

I also use VAC and a VST host( vsthost or pedalboard2 depending on what I wish to set up), and then you just throw any VST EQ in it once input and output have been set correctly.
I agree with Zahn(you're related to fuss roh dah?) that it is the most flexible choice. but it can be complicated to set up at first for most people.

the most simple solution I've tried was using viper4windows. the EQ is very limited but you have a few other cool settings and the integration is really simple(not as good as using viper on android sadly). I don't use it because it does the job so well it can become hard to bypass it, I've messed up a few measurements because of that. but if all you want is have an EQ applied at all time on the computer, I can't think of an easier method. and it's free.

Just a heads up: if you have Equalizer APO, you can skip Peace GUI and use the included GUI program called Configuration Editor (Editor.exe in Program Files\Equalizer APO). It works great and has more features than Peace!

It's great as it has convolution engine too. I use Mathaudio Room EQ for Foobar2000 which is free.. then record impulse from it and use it in Equalizer APO for system sounds. So basically no need for awkward VST stuff for system. You could do the same with Sonarworks too etc.

Yes, you can. As I am doing currently. I have been using "EqualizerPro" for more than three months. It has more than 20 equalizer settings. I found this one really effective. You can go for 7 days free trail and if you think it is worthy then you can go for paid version. You can download from here:
