So far I'm seeing USPS Priority or possibly shipping to a freight forwarder in Moscow or St Petersburg and having them ship to Novosibirsk.

    This would be for a box approximately 9.5 x 13 x 3.5" and <4lb (24 x 33 x 9cm, <2kg).

As @jexby said before, please do not try to buy a wife from SBAF.

Reliability is a good question. If you ship via USPS it is OK in most cases and customs will be easy if you provide a good enough description of your package. Don't even try to use FedEx, UPS or DHL, you will get your package back to you after a long trip.
I also used boxberry.ru once without any issues.

Funny enough @Roman - someone in Russia wants to buy the 1421 I got from you in the past. So far working with them has not been easy though - they also mention no Fedex/UPS/DHL and USPS is too expensive for them. Trying to figure something else out but it really does seem like USPS is the cheapest option to that part of Russia.

Yeah, Novosibirsk is quite far from Moscow. Boxberry was cheaper for me when I sent a package from Seattle to Moscow a year ago. I understand why USPS might be too pricey for them. Apart from shipping cost there is customs duty to be paid. 13% of the invoice amount starting from 200 euro.

If you mean Intercontinental ballistic missile there is a high chance it will not be delivered and there is a very high probability to receive a thank you gift back. So no, definitely not reliable.

Yes, although I was using USPS flat rate quotes which delivers to most places in Russia, including Novosibirsk (which IIRC is close to Mongolia). It was $80-100 which for how far + remote that is from CA relatively speaking, I actually thought it was a pretty fair... granted +$100 is definitely going to make a good deal not as good of a deal.
