I think the best way to describe it would be a mix of Brand New Eyes (which was only slightly worse than Riot) and Daft Punk's Random Access Memories. It's a departure from their earlier sound, but not quite a downgrade. Fun listen, but not quite my favourite album (yet).
Kinda reminds me of MCR's transition from The Black Parade to Danger Days, come to think of it. Pop punk is underrated for when you want to express teenage-levels of angst but also want to dance.
@cizx.6 True, and I find myself listening to DD more than TBP lately (wth, I know). Still, there are times when I just want to let my inner scene kid have a day and go full early-2000s FOB, P!atD, Dashboard, Paramore, and Lord knows how many other bands I was into back then dominate my playlist.

And yeaaaaaaah. Scene kids. Let's just pretend those never happened, lol.
There is so much good music and only so little time. It is easy to miss out on a good album. Paramore sounds a bit like the Talking Heads and that is a good thing. The Talking Heads were unique...
