Wish MQA lived up the promise like H.265.

Was just looking into this. What program and settings were you using?

Probably the most popular, like everyone's using, Handbrake. If you own nVidia Maxwell / Pascal, you might prefer GPU.

Do newer chips have HW encoders?

Yes, look for Intel Quicksync Video. CMIIW, all Intel from Skylake and later. Not familiar with AMD.

Yeah, I figured. I'm curious how the performance is on those.

Somewhere between old CPU and GPGPU. Closer to CPU though, GPGPU is just blazing fast (but not precise).

What's the cost of a GPU that outperforms the hw h.265 encoder?

The guide covered the issue. In short, the downsize of GPGPU encoding is worse quality *and* bigger bitrate compared to medium preset CPU encoding. GPGPU is generally less precise and/or optimal than CPU because the nature of GPU and/or high difficulty to write GPGPU code. That said, GPGPU encoding needs roughly 15 mins while CPU needs roughly 90-120 mins to encode same movie. GPGPU = quickie job.

Technically, Intel QSV is GPGPU HW encoder because it utilizes internal GPU on Intel CPUs. Slower yet seems better (quality wise) than nVidia, but I'm can't compare nV-Intel because I don't own any newer CPU.

According to Wikipedia, Intel QSV is worse than CPU encoding.
