Prop 65 has lost all its usefulness. We're to the point that the State of California ought to hire planes to write the warning in the sky because the California air is more dangerous than most of the places it requires to have the label. I noticed the warning on a parking garage last week (yep, it cautions against breathing the air in the parking garage because it might cause cancer).
Prop 65 was useful in the 80s to reduce the use of toxic chemicals in products. Problem now is warns about everything and tons of lawsuits happen by not having a prop 65 warning.
