I can't imagine costs of tube rolling would be for this though! Could go bankrupt supporting tube rolling for this kind of amp!

 

It definitely is a lot of tubes, but I think given you're getting a full (yes, used) set from seller and the price is still below what is has sold for historically, it's not awful. Plenty of new production 6sn7's at ~50/pop, probably could find a lot with multiples every once in a while, too on Fleabay or elsewhere.

Running with any tube amp nowadays is unfortunately becoming an increasingly expensive proposition. You could definitely do worse (stares at 300B amp on desk).
